I got it working.

 

I am not a rigging expert so don't take my advice as 100% correct, but...

 

a) hierarchy was wrong in that joints shouldn't be a child of the skin deformer.

b) don't know how you bound this, but your skin deformer did not have the cylinder in its 'include' list.

 

Fixing both of those things / doing a rebind worked for me.

Hey, I got my rig working (thank you very much) and the problem I'm trying to sort out now is how to make the rotation axis of each joint line up with the finger it's controlling. I've attached a screen grab of the rig as it is currently. As you can see the highlighted joint will only bend 45 degrees away from the desired direction.

Sorry to keep asking basic questions but I'm getting closer to being self-sufficient all the time. My rig works, weights look pretty good, at least for what I do but I'm getting this weird thing with the lighting. It's almost as if the things in shadow stay in shadow and ignore the pose, like if the shadow was stuck to the object.
