After a long struggle and even using "PaintOnSurface2" plugin, I decided to make a branch with a hair object and cloner, used brush to add some variation and got this.

After that, I baked that branch on the plane using substance designer to transfer normals, ao, diffuse and opacity.
Ended up with this
